Dear Mr. Poole,

Thank you for contacting me to express your support for reforming our federal marijuana laws. I welcome feedback from my constituents and appreciate your interest in this area. You will be pleased to know I recently cosponsored two bills that aim to modernize federal prohibitions on marijuana.

I agree that marijuana policy in the United States is ineffective and unjust. These draconian federal and state laws disproportionately harm minorities, increase the number of incarcerated individuals in an already bloated prison system, and waste federal resources. In addition, they are out of touch with popular opinion. Reports have found that 68 percent of American people are in favor of legalizing marijuana, and those numbers rise to 93 percent for medical use.

Our outdated federal laws have fueled racial inequalities and packed our criminal justice system. Legislation that seeks to legalize marijuana must also work to provide incarcerated persons with meaningful opportunities to regain their freedom and successfully reenter society. This is why I cosponsored H.R. 1456, the Marijuana Justice Act of 2019, and H.R. 2843, the Marijuana Freedom and Opportunity Act.
Both bills work to prevent future harms to Americans by de-scheduling marijuana under the Controlled Substances Act and securing resources to assist communities with reentry opportunities. Notably, H.R. 1456 would expunge all non-violent federal misdemeanors and would create a Community Reinvestment Fund. H.R. 2843 would also establish a Marijuana Opportunity Trust Fund which would provide financial resources to small business owners from socially disadvantaged backgrounds. I remain committed to sensible drug policy reform that ensures equal justice for all. With your concerns in mind, I will continue to support these bills as they make their way through the legislative process.
Thank you for sharing your opinion, and I hope you continue to do so. In addition, I encourage you to visit my website at http://hankjohnson.house.gov, where you can find the latest news and obtain information on legislation and issues that are important to you.
